No peeking. How many of you know how much you pay for your household water use? I am not asking about if you remember your monthly or quarterly bill, but rather how much you pay per unit (say, per 1000 gallons) of water used?

What does this exercise tell you about the water market?

  1. The water market should be regulated by the federal government, best by the House Commerce Committee, or by the House Banking Committee and the Senate Banking Committee. Alternatively, give it to the Department of Agriculture and the Environmental Protection Administration, because they are not encumbered by the Legislature, and because they are better at it. Alternatively, Carol Browner should be in charge of the water market. She is already in charge. If her plate is too full, give it to Chuck Schumer, or his staff.
