What does this exercise tell you about the water market?
The water market should be regulated by the federal government, best by the House Commerce Committee, or by the House Banking Committee and the Senate Banking Committee. Alternatively, give it to the Department of Agriculture and the Environmental Protection Administration, because they are not encumbered by the Legislature, and because they are better at it. Alternatively, Carol Browner should be in charge of the water market. She is already in charge. If her plate is too full, give it to Chuck Schumer, or his staff.
