This paper amounts to a confession that the stimulus spending was a flop, and that many more jobs were lost than were gained or (fog alert!) saved, mostly in government, where saving a job now seems like a generally bad idea.
To use Walter Williams’ analogy, taking water from one end of the lake and dumping it in the other end of the lake does not raise the water level of the lake, especially if part of the water accidentally gets spilled into a filing cabinet somewhere in Washington, DC.
