They never did tell us what they were really going to shovel our way. In this story, we see that it is going to take many, many months to figure out how to dish out cash to people who are eligible to receive reduced premiums on their COBRA health policies after they became unemployed. We are talking here about giving away cash … not building roads, buildings, power grids, and the like. I am starting to really understand what they all mean by shovel ready.
