As you note with your use of quotes, I am not quite sure what the word “solve” means in this context. But in any case that $10 surely does not factor in the large fixed costs associated with doing business with a corrupt, not to mention dysfunctional, ‘government’ in Gaza. The $10 also does not even hint at the transaction and distribution costs of such an endeavor. I would humbly venture to say that even if you spent $1 million per person per year you would still not come close to “solving” the water problem in Gaza. Gaza has no shortage of problems, though almost none of them have anything to do with price tags.
Trick question: everyone knows that if there was water in Gaza, Israel would have already made it a settlement.
