The favorite “scientific” invocation of the “E”nvironmental community is to prevent any and all development until “more research” is done. Of course, there is never enough research. We can never be certain that something is safe, or that it won’t interact in some awful way with the eco-system in some place and time we cannot foresee. So you shouldn’t be surprised that GMO salmon have been undergoing “more research” for 20 years now, and we’re still waiting for ’em.

That’s a great point; I think for testing in general, the idea of a limited roll-out for observation is underrated outside of the tech world. Check for obvious unintended consequences in the lab, and if all is well, bring it to a “beta test” of sorts. And if that works, let ‘er rip!
